I-70 Floyd Hill Improvement Project · Budget to actual

How much of the budget can a public record show was paid?

A budget names this project. A payment record names a contract, a fund or a vendor. This page links the two, one record at a time, and grades each link by how sure it is. Money no public record ties to the project stays unlinked. We never guess it.

Budgeted and allocated

Every public figure for what this project was given or is expected to cost. The basis is the one the linked payments are measured against. Other lines are shown and not added.

Also published, not added

Other public figures for the same money. Each is shown so you can check it, and none is added, so nothing is counted twice.

What cannot be bridged, and why

  • Design, right of way and CDOT's own staff costs. Pay estimates cover construction contracts only. No public CDOT record states what else has been spent on the project, so these costs stay in the unlinked share.
  • The design contract the ledger lists. No public payment record for it was found. CDOT's vendor feed names vendors but has no project field.
  • Which budget line each payment came from. CDOT's STIP lists two Floyd Hill packages by name with FY 2027 amounts, and the funding plan lists seven sources. No public record joins a contract to a STIP line, a funding source or a budget account. That key is the first records-request line.

How this works

Link grades

  • Exact The publisher prints the same key on both records, such as a contract code.
  • Documented A public document states in words that this money belongs to this project.
  • Inferred Our own match, by name, place or date. It is our arithmetic, and the method is shown.
  • Pending No public record links this money to the project yet. It moves no dollars.

Formulas

  • Linked payments = the sum of every Exact, Documented and Inferred link. A Pending link adds nothing.
  • Unlinked = the basis − linked payments.
  • Share = linked payments ÷ the basis.
  • A link never moves more than the payment record it comes from states, and the linked total never passes the basis. Our checks fail the page if either happens.

What this does not show

  • Unlinked money is not unspent money. It is money no public record ties to this project yet.
  • A contractor is named as the contractor of record.
