The ≈ $216.7M is the whole project, and the document that states it is the Joint Budget Committee’s FY 2026-27 capital figure-setting document, page 15: “The total cost of the project is currently estimated at $216.7 million, with an unfunded $31.7 million General Fund cost.” The same page records $96.2M already appropriated from FY 2022-23 through FY 2025-26. The FY 2026-27 phase-3 request of $41.5M (cash funds) was recommended for denial by JBC staff and does not appear in the enacted Long Bill capital schedule; earlier phases continue, and the operating budget carries $16.8M/yr in Capitol Complex facilities maintenance.
