Part of Colorado Springs' capital program is another government's money

The capital program is every dollar the city programs through its capital plan, whoever raised it. One share of it comes from the Pikes Peak Rural Transportation Authority, a separate government with its own board and voters, and flows through city projects. The two figures are never added or subtracted.
