Both are published by the city, and neither can check the budget total
- The open-data budget extract cannot check the total. Its budget column is an amended basis that omits the Airport and Grant funds, so it can never reconcile to the printed all-funds total by construction. It is not used.
- The Open Checkbook stopped updating in May 2019 while still looking healthy. The city’s transaction-level payments are not read here.
What these pages do not cover yet
- The Colorado Springs City Council. These pages do not cover council votes or ordinances yet. The budget figures come from the city’s own 2026 Budget book.
- The monthly sales-tax report. The city publishes sales tax by month. It has not been read into this site, and it is not a TOPS figure: that name belongs to the state’s own vocabulary on this site.
