The $93.3M is stated as a total on page 4 of the Legislative Council Staff memorandum on major IT capital construction projects, written for the Joint Technology Committee in December 2022: the department “was appropriated a total of $93.3 million for the project, $41.0 million in FY 2014-15 and $52.3 million in FY 2015-16.” The same page records $18.8M returned to the Information Capital Account in FY 2019-20 after the project came in under budget. Delivered — but not free: the FY 2026-27 Long Bill carries $10,051,021/yr in DRIVES maintenance and support, and an estimated $13.2M/yr more from the DRIVES Vehicle Services Account funds DMV operations. Legacy IT systems have permanent operating tails.
