Phase 4 of 4 enacted at $25,798,175 in HB26-1410 Section 3 — the only new higher-education building project in the FY 2026-27 capital bill. The ≈ $136.6M program total is our arithmetic, and all three of its parts are stated together on page 8 of the Joint Budget Committee’s FY 2026-27 capital figure-setting document: previous Capital Construction Fund appropriations of $55.8M, $55.0M of CSU institutional funds, and this final phase. $55.8M + $55.0M + $25,798,175 = $136.6M. The institutional money is the university’s own and appears in no appropriation act, which is why no single act can carry this total.
