Budget and payments, FY 2026-27

What each department was given, and what the ledger shows paid

Each year the legislature sets a budget for every state department. That amount is the appropriation: money the legislature authorized for the year, which is not the same as money spent. The state also posts its payments in a public ledger. This page puts the two side by side, month by month, and shows what the payments were for. The ledger is partial, so read the note on each department before you compare.

Payments are as posted through 2 October 2026. Read on 11 October 2026.

What the ledger covers, and what it leaves out

FACT

The state’s payment ledger is called TOPS, the Transparency Online Project. It lists payments from all 23 state departments, month by month, back to July 2014. It is a partial ledger. Read it as “payments recorded in TOPS,” not as everything the state spent.

In FY 2024-25 the ledger carried 75% of the expenses in the state’s audited annual report. It does not carry Medicaid claims since March 2017 or transportation construction.

FY 2026-27$13,364,730,167.91 (to 2 October 2026)
  • CALC About three-quarters of state spending. In FY 2024-25 the ledger recorded $42.24B. The state’s audited annual report counts $56.29B of expenses that year. $42.24B ÷ $56.29B = 75%. The two use different accounting, so this is a rough measure of reach, not a match.
  • FACT Medicaid claims are not in it after March 2017. On 1 March 2017, the state moved Medicaid claims to a new claims system, the Colorado interChange. The state’s own provider bulletin says so. Source: Health Care Policy and Financing provider bulletin, March 2017 (opens in a new tab) ↗. From that month, the state’s payments for health care claims under Medicaid stop showing up line by line. What is left for the Health Care Policy and Financing department is mostly payments to hospitals and its own costs. The bulletin says nothing about this ledger, so we do not know how the new system’s payments are booked.
  • FACT Transportation construction is not in it. The Department of Transportation pays its contractors from its own system. The ledger shows its payroll and the interest on its bonds.
  • FACT Unemployment benefits are not in it. The ledger’s code for unemployment benefit payments carries almost nothing in any year. The audited report counts $9.47B of unemployment insurance expenses in FY 2020-21 alone.
  • FACT Transfers and adjustments are not in it. The state’s page says so: “Transfers and adjustments are not included in these datasets.”
  • FACT No refunds or reversals show as negatives. Every one of the 11,129,929 lines we read is a positive amount. So a payment that was later reversed may still be counted here.
  • FACT Five months are missing. The ledger has no rows for any department from August to December 2015. We show those months as missing, never as zero.
  • FACT Who was paid is often hidden. For most college and university spending, and most Department of Revenue spending, the ledger shows a code in place of the payee. Each card below shows how much of its money has no payee name, year by year. This page names no payee at all.
  • CALC Months are by journal date. We put each payment in the month of its journal date, and each fiscal year runs July to June. A few payments in July and later carry a document from the year before: $227M so far in FY 2026-27. We leave them in the month they were recorded.

Because of these gaps, this page prints no “percent spent” for any department. A budget is permission to spend over a year. The ledger is payments as they are recorded. Even where nothing is missing, the two are not the same measure.

Ledger department letter GColleges spend more than the budget lists

The colleges and universities pay their own bills through the state’s accounts, from tuition, grants and other money of their own. The Long Bill lists only part of it. The ledger also shows a code in place of who was paid for most of this spending.

Office of the Governor

Ledger department letter EBudget counts some money twice

Most of this office’s budget is money other departments pay it for services, such as information technology. The Long Bill counts that money once in each department; the ledger records a payment once. So the budget line is larger than what the ledger can show.

Ledger department letter ABudget counts some money twice

Most of this department’s budget is money other departments pay it for services. Its largest payments are state employees’ health insurance claims and premiums, which the ledger shows in full. We have not traced how much of that the appropriation covers.

Ledger department letter LBudget counts some money twice

Most of this department’s budget is money other departments pay it for legal work. The Long Bill counts that money once in each department; the ledger records a payment once. So the budget line is larger than what the ledger can show.

Highway money paid to each county

CALC

The ledger has no county column. It does say who was paid, and for one program the payee is the county government itself. That program is the Highway Users Tax Fund, which holds the state’s fuel taxes and vehicle fees. Each month the State Treasurer pays every county a share of it for its roads.

We checked the ledger against the Treasurer’s own table of these payments, county by county and month by month. For both years below, all 1,536 county-months match to the cent. CALC

  • FACT This is one program, not everything the state pays a county. Most state money that reaches a county’s people is not paid to the county government. The ledger has no other way to tell which county a payment went to, and we do not guess from an address.
  • CALC A year is twelve monthly payments. Each month’s payment goes out the month after. So FY 2024-25 is the payments made from August 2024 to July 2025. Year = the twelve payments added up.
  • FACT Denver and Broomfield are each a city and a county. The Treasurer pays them as cities, so their rows are their city payments.
  • FACT Some payments were held. The Treasurer can hold a county’s payment until it meets a requirement, then pay it in a later month. 16 counties had at least one month held in these two years. Their row says how many. The year’s total still includes the payment once it was made.
  • FACT Each county is its own row. We never add counties together, and there is no statewide total here.

Ledger: TOPS Expenses, Department of Treasury, fund “Highway Users Tax Fund (4050),” code “5520 Distributions - Counties” (for Denver and Broomfield, “5510 Distributions - Cities”). Treasurer: Federal and State Funding Distributions, “HUTF Fiscal Year County Payments” and “HUTF Fiscal Year City Payments.” Both read on 12 October 2026. We add up the Treasurer’s monthly figures ourselves, because the table’s own total column adds up only July to March.

How we built this

CALC

The ledger against the state’s audited annual report, year by year. Share = ledger ÷ audited expenses. The audited report counts costs when they are owed and includes some things the ledger never will, such as depreciation.

  • The ledger. TOPS Expenses, published by the Department of Personnel & Administration and the Office of the State Controller. We used its Export Data button for every department and every month, on 11 October 2026. Newest payment date: 2 October 2026. We read 11,129,929 lines in 3,404 department-months and added them up in whole cents. One line could not be read and is left out.
  • No names. The ledger names who was paid, and many payees are people. We drop that column before anything is added up or saved. This page shows departments, months and amounts only. There is one exception: the highway money by county. On those Treasury lines we check whether the payee is one of the 64 county governments. We keep only which county, and drop the name.
  • The budget. For FY 2026-27, each department’s operating total as the Long Bill enacted it (HB26-1410). Later bills can change it. For earlier years, each department’s operating appropriation from every bill that year, from the Joint Budget Committee staff’s appropriations history. Statewide, the Long Bill’s operating total for each year.
  • The audited report. The State of Colorado Annual Comprehensive Financial Report for the year ended 30 June 2025, ten-year schedule of total expenses, page 284.
  • What the payments were for. Every ledger line carries an expense code and a name for it. We add up each code by department and fiscal year. A card names its largest codes in the last complete year, and the statewide card names twelve. Every other code is added into “Everything else,” so the rows add up to the year’s total. Where a code appears with more than one name, we print the name it carries on the most lines. We do not group, rename or reclassify any code. What the ledger leaves out is left out here too, so Medicaid claims since March 2017 and transportation construction are not in these rows.
  • No payee name. We read each line’s payee field and keep only which of five kinds it is. It can be a name. It can be the state’s payroll total, “WAGES & BENEFITS.” It can be a code in place of a name, such as “GFBA DEPARTMENTAL VENDOR.” It can say “Vendor Name Redacted,” or name a purchasing card. The last four name nobody. Share with no payee name = those four ÷ everything recorded, by department and fiscal year. A name can be a business, a government or a person, and we keep none of them.
  • Not posted yet. A month after the newest payment date is PENDING. It is not zero. The current month is partial, and any month can still change as late entries post.
